It is noted that the russians do not know the exact number of residents in the TOT. Therefore, they use the data on the population before the full-scale census, and it is from this figure that they will draw a turnout of more than 70% in order to overestimate the number of voters.
The Kremlin's intention is to give legitimacy to the "elections" and create a picture of support from the locals for the occupation of their native land. However, this farce works only for the Kremlin's internal audience

The Ministry of Foreign Affairs of Ukraine condemns the "elections" of the russian President in the occupied Ukrainian territories as illegal and calls on citizens not to participate in them.
Kyiv also calls on the international community not to recognize the results of this Kremlin farce, which violates Ukraine's democratic principles and sovereignty.
