The NBU is currently discussing the possibility of introducing restrictions on card-to-card transfers. The NBU is determined to find a solution to this issue. This was stated by NBU Governor Andriy Pyshnyi during his annual report to the Verkhovna Rada Finance Committee, a UNN correspondent reports .
We are currently discussing this issue with volunteers. We want the policy implemented by the NBU in this difficult issue from the point of view of public perception to be as clear as possible and to be accepted by those who are currently experiencing some anxiety about this decision
He noted that the National Bank's representatives "are now in the second stage of discussions with volunteer groups, collecting their positions and analyzing them.
I hope we will have another meeting and open discussion with them next week. But we are steadfast in our intention to find a solution to this difficult but dangerous problem

In February 2024 , First Deputy Governor of the National Bank Kateryna Rozhkova reported that the National Bank was working on the issue of limiting card transfers and introducing limits on cash transfers through self-service terminals due to the problem of shadow payments.
Later, in May, NBU Deputy Governor Dmytro Oliynyk reported that the National Bank of Ukraine was preparing a draft decision to restrict card transfers and introduce limits on card-to-card money transfers between individuals (so-called P2P, person-to-person transactions).
Pyshnyi stated that the new decision of the National Bank of Ukraine to limit card transfers and the limit of 100,000 hryvnias would not affect volunteers in any way. If there are any problems, the regulator will discuss all aspects with the volunteers and make changes.
