Parliament plans to consider European integration bill on grapes and viticulture products

The Verkhovna Rada plans to consider Draft Law No. 9139 on grapes and viticulture products. The document regulates the production and sale of grapes and wine, as well as the protection of geographical indications.

The Verkhovna Rada plans to consider the European integration bill on grapes and viticulture products in the second reading at one of its next meetings. UNN reports this with reference to the agenda of the Verkhovna Rada meeting.

According to the comparative table, Draft Law No. 9139 regulates legal and organizational relations related to viticulture, production and sale of grapes, wine and other viticultural products, and flavored wine products, defines the specifics of preparation for registration, use and protection of geographical indications for wines and flavored wine products, as well as the specifics of control over such geographical indications.

The adoption of the draft law will help:

  • to solve the problem of production and circulation of wine with geographical indications similar to the current rules in the EU, and to facilitate the entry of wine products into international markets;
  • improving the quality of wine products, protecting domestic producers, eliminating factors that distort competition and the traceability of grape and wine products from vine to bottle, and digitalizing this area.

The draft law proposes that for wine with a registered geographical indication (appellation of origin), an actual strength by volume of at least 4.5% by volume is allowed, and for wine produced exclusively from grapes harvested in viticulture zones established by a specially authorized body corresponding to viticulture zones A and B according to the European Union classification - at least 8.5% by volume.

The total strength by volume of wine with a registered appellation of origin produced without enrichment or with the use of partial concentration in accordance with this Law may exceed 15 % by volume in cases established by the specification. The total strength by volume of wine produced without enrichment in the geographical wine-growing territories determined by a specially authorized body may not exceed 20 % by volume.

In addition, the adoption of the law will ensure, in particular:

  • implementation of international oenological (winemaking) practices;
  • introducing requirements for the production and circulation of wines, viticulture and winemaking products, and flavored wine products with geographical indications similar to current rules in the EU;
  • defining the mechanism of protection of geographical indications in Ukraine;
  • creation of a unified state information system "Viticulture and Winemaking Register", which will include information on grape producers, winemakers, and vineyards.
