The draft law on the "white business club" by the chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, Danylo Hetmantsev, will divide entrepreneurs into friends and foes - some will have preferences, while others will be subject to the law. This was reported by Nina Yuzhanina, a member of the Rada's tax committee, UNN reports.
The Verkhovna Rada supported in the first reading a draft law that proposes to create a "white business club" with simplified relations with tax authorities for taxpayers with a high level of voluntary compliance with tax laws.
"The government continues to divide business into 'friend or foe'," wrote Yuzhanina on her Telegram channel.
She reminded that the draft law provides for a number of preferences for the chosen ones. In particular, those who join the "club" will not be subject to routine documentary checks.
In addition, the timeframe for conducting desk and documentary audits (up to 10 days in total) to confirm VAT refunds will be reduced to 5 days.
Such companies will also be provided with individual tax consultations, information on tax risks and ways to eliminate them within 5 days.
"And for the rest of the taxpayers - the LAW," Yuzhanina emphasized.
In addition, the document proposes to prescribe for the first time at the legislative level the criteria of taxpayer riskiness to be applied when blocking tax invoices.
"If you do not meet the criteria of Non-Riskiness (which are regulated manually according to parameters known only to the tax authorities), you will not be able to be a member of the club and have all the above-mentioned "perks". Unfortunately, most of the MPs did not realize how their votes were bought with a beautiful wrapper," Yuzhanina added.

Business Ombudsman Roman Vashchuk criticized the draft law on the "white business club" initiated by Hetmantsev, saying that it would create a reservation for the elite instead of leveling the playing field for all businesses.
According to economic expert Yuriy Havrylechko, the legislative initiative of the head of the Rada's tax committee violates the Constitution of Ukraine and creates discriminatory conditions in the business environment. The fact that Hetmantsev's draft law contains discriminatory norms and has corruption risks is also stated in the conclusion of analysts of the Union of Ukrainian Entrepreneurs.
