People's deputy from "Servant of the People" detained in bribery case for medical equipment

NABU detectives detained People's Deputy Serhiy Kuzminykh, suspected of receiving 558,000 hryvnias in undue advantage. The detention took place due to systematic disregard of court hearings.

Detectives of the National Anti-Corruption Bureau of Ukraine (NABU) on Monday, June 29, detained a people's deputy suspected of receiving UAH 558,000 in illegal benefits. This was reported by UNN citing NABU and SAP data.

Details

The agencies do not name the deputy, but UNN learned from sources in law enforcement that it concerns a majority deputy from the Zhytomyr region, Serhiy Kuzminykh.

The parliamentarian was detained at the request of the HACC for systematically ignoring court hearings.

Who is Serhiy Kuzminykh

Serhiy Kuzminykh is a people's deputy. He is a member of the parliamentary faction "Servant of the People" and is a member of the Verkhovna Rada Committee on National Health, Medical Care, and Health Insurance.

According to the investigation, the MP, through a trusted person, received UAH 558,000 in illegal benefits. This amount, as NABU claims, was 30% of the value of the contract for the supply of an ultrasound diagnostic system between a hospital in Zhytomyr and a private enterprise.

NABU noted that it concerned the procurement of medical equipment for the municipal enterprise "Hospital No. 2 named after V.P. Pavlusenko" of the Zhytomyr City Council. According to the investigation, the deputy was supposed to influence ensuring the victory of a private company in tenders for the supply of equipment using budget funds.

Kuzminykh received the suspicion back in 2022.

Earlier, NABU reported that after the MP was caught "red-handed," he was not detained due to parliamentary immunity but was summoned for investigative actions. Later, according to anti-corruption agencies, he ignored summonses and did not appear before law enforcement and the court.

Context

According to the investigation materials, in 2021, the hospital conducted procurements of medical equipment worth over UAH 40 million. Among the equipment mentioned in the case were an ultrasound diagnostic system, an MRI, and a laparoscopic set for surgical procedures. After payment of one of the contracts, according to the investigation, the deputy asked to be given UAH 558,000 — 30% of the contract amount.

NABU also stated that a similar approach to determining the amount of illegal benefits could have been applied to other contracts in the future. In particular, it concerned equipment for MRI and a laparoscopic set.

Kuzminykh's actions were qualified under Part 2 of Article 369-2 of the Criminal Code of Ukraine — abuse of influence. The sanction of this article provides for punishment in the form of imprisonment for a term of two to five years.

In September 2022, the SAP sent an indictment against the people's deputy to court. The trial of the case is ongoing in the High Anti-Corruption Court.

According to regional media, the next hearing in the case was scheduled for June 22, 2026, and the statute of limitations in this case expires in January 2027.
