The Verkhovna Rada of Ukraine has registered draft law No. 13155, which proposes to cancel the accrual of utility services for damaged or destroyed housing after the start of the Russian full-scale invasion. The text of the draft law is published on the parliament's website, reports UNN.
Details
The explanatory note states that, as of today, more than three million Ukrainian citizens have damaged or destroyed housing due to Russian aggression. Many of them were forced to move to other regions or even go abroad.
The purpose of the draft law is to regulate at the legislative level the issue of exempting homeowners from paying for building management services (or reducing the fee by decision of the co-owners) in the event of its damage or destruction as a result of hostilities. The draft law also proposes to amend the existing relevant regulations, which provide for the payment of housing and communal services.
In addition, it is noted that although martial law does not exempt Ukrainian citizens from paying for services, due to a force majeure situation (this is how the Ukrainian Chamber of Commerce and Industry called the full-scale Russian invasion on February 24, 2022), as well as due to the lack of clear legislative regulation, individual heads of condominiums and housing cooperatives continue to charge fees for utilities to residents and owners of damaged or destroyed housing. The draft law proposes to solve this problem.
