The russian Ministry of Defense signed an agreement with the plant for the production of new systems in the summer of 2023, but in October, based on an independent opinion of the Udmurt Chamber of Commerce and Industry, the plant reported that it could not fulfill the order due to sanctions and the lack of components from the EU
