The higher anti-corruption court arrested Roman Koval, the organizer of the scheme to seize state funds in the amount of more than UAH 62 million during the purchase by the State Service of Special Communication and Information Protection of Ukraine, with the possibility of providing bail in the amount of UAH 50 million. It is reported that on November 22, at the request of the SAPO prosecutor, the HACC investigating judge imposed a preventive measure on a person whom the investigation considers to be the organizer of a scheme to seize public funds in the amount of more than UAH 62 million during the purchase by the State Service for Special Communications and Information Protection of Ukraine (SSSP) of information technology tools intended to create a system of secure data registers.

The Specialized Anti-Corruption Prosecutor's Office and the National Anti-Corruption Bureau of Ukraine reported that the head of the State Special Communications Service, his deputy and others were suspected of misappropriating over UAH 62 million.
The Cabinet of Ministers of Ukraine dismissed the leadership of the State Service for Special Communications and Information Protection of Ukraine - the head of the agency, Yuriy Shchyhol, and his deputy, Viktor Zhora.
