The Verkhovna Rada Committee on national security, defense and intelligence recommended that the parliament adopt a government bill in the first reading, which, among other things, provides for the admission of women to the military Register of those liable for military service who have expressed a desire to perform basic military service.

The committee recommends that the Verkhovna Rada include the draft law (Reg. No. 12076) to the agenda and based on the results of consideration of the draft law in the first reading to adopt it as a basis, instructing the committee to finalize the draft law, taking into account amendments and proposals of subjects of the right of legislative initiative, and submit it to the Verkhovna Rada in the second reading
According to the draft law, which was submitted to the council by the Cabinet of ministers at the end of September, it provides that women who are fit for military service for health and age and who have expressed a desire to perform basic military service are taken to the military Register of conscripts immediately before sending them for its passage.
After completing basic military service, women dismissed from military service are taken to the military Register of those liable for military service. The bill also changes the procedure for registering conscripts for military service. Currently, men who are 17 years old are subject to military registration during January - March.
The Cabinet of ministers proposes to set a period from January 1 to July 31. Men aged 17 can register for military service through the Unified State Register of conscripts, those liable for military service and reservists, or personally in the shopping center and joint ventures. valid reasons for not passing electronic identification, or not coming to the shopping center and joint venture can be:
- disease;
- a spontaneous obstacle;
- residence (stay) during the special period in the territory of Ukraine temporarily occupied by the Russian Federation, where military operations are being conducted.
If men at the age of 17 have not registered for military service, they are accepted for it only after personal arrival at the shopping center with simultaneous prosecution in accordance with the law, provided that they reach the age of 18.

The law on strengthening mobilization, which came into force on May 18, provides for the introduction of basic combined-arms training instead of conscription, which will be conducted in higher military educational institutions, military training units of higher educational institutions, training units (centers) of the Armed Forces of Ukraine, etc.
Basic combined-arms training is conducted in order for citizens of Ukraine to obtain a military accounting specialty, skills and abilities necessary to fulfill the constitutional duty to protect the Fatherland, independence and territorial integrity of Ukraine
According to the law, it should start on September 1, 2025. Basic military training will be provided by men between the ages of 18 and 25, and women will be provided voluntarily. Also, after May 18, men aged 25 to 60 had to update their military credentials.
The law contains a norm according to which women who are fit for military service for health and age and have graduated from institutions of professional (vocational), professional pre-higher or higher education and have received a medical or pharmaceutical specialty are subject to military registration of those liable for military service.
They may be called up for military service or attracted to perform work to ensure the defense of the state in wartime on a voluntary basis.
Women who have a specialty or profession related to the relevant military accounting specialty can register for military service at their personal request.
