According to Tusk, during discussions in the European Union, a lengthy debate arose over who could represent Europe or the EU in potential negotiations with Russia on a ceasefire or a future peace agreement. The Polish Prime Minister emphasized that he does not object to meetings of leaders in various formats, including E3 or E5, but no such group has the right to speak on behalf of the entire European Union.

No such format can usurp the right to represent the entire European Union. For this, there are institutions, and the treaties are unequivocal here
He added that Poland has already conveyed this position to its partners.
The Prime Minister also stressed that any agreements on ending the war between Ukraine and Russia will directly affect Poland's security.
Poland will not respect any agreements that are made without its participation. Either the entire European Union makes decisions in accordance with the treaties, or Poland must take direct part in them. Otherwise, we will not comply with any such agreements
