"Snow has paralyzed the roads of the temporarily occupied Luhansk region. There are many kilometers of traffic jams not only in big cities but also on the highways. The reason is simple - the utilities are not working," the statement said.
According to the Center, the snowplows reported by Gauleiter Denis Pushilin mostly exist only on paper. And those machines that do exist are not on the roads due to a lack of drivers.
