Today, the court chose pre-trial detention measures for two employees of the Patrol Police Department in Kyiv. Today, at the request of prosecutors, the Pechersk District Court of Kyiv chose pre-trial detention measures for two employees of the Patrol Police Department in Kyiv. Law enforcement officers are suspected of official negligence that led to grave consequences (Part 3 of Article 367 of the Criminal Code of Ukraine).
The Prosecutor General added that the court ordered the police officers to be held in custody with the right to post bail in the amount of UAH 266,240 for each.
The prosecution insisted on detention, given the severity of the consequences and the public resonance of the case. The prosecution will study the full text of the court's decision to determine further procedural actions. The investigation is ongoing. We are establishing all the circumstances of the incident. On April 18, in the Holosiivskyi district of the capital, a 58-year-old native of Moscow opened fire, killed five people, after which he barricaded himself in a supermarket and held hostages. He used a registered firearm. At the same time, a fire broke out in the apartment where the attacker was registered.
Subsequently, two more people died in the hospital.
The shooter was neutralized.
Criminal proceedings have been initiated under Part 3 of Article 258 (terrorist act that led to the death of people) of the Criminal Code of Ukraine regarding the shooting of civilians and the taking of hostages in the capital.
Also, criminal proceedings have been initiated regarding the improper performance of official duties by police officers during the terrorist act in the capital on April 18, 2026. The legal qualification of the criminal offense is Part 3 of Article 367 (official negligence that led to grave consequences) of the Criminal Code of Ukraine.
All actions of law enforcement officers at the moment of critical threat to the lives of citizens, including the episode with leaving a minor child in danger and the untimely cessation of the attacker's actions, will receive a proper legal assessment, reported Prosecutor General Ruslan Kravchenko.
