Due to the excessive number of obligations regarding social payments and the inability to confirm them with financial resources, the Ministry of Social Policy will review the "philosophy" of social payments. This was stated by the Minister of Social Policy Oksana Zholnovych, within the framework of the High Level Conference on the European Social Charter in Vilnius, reports UNN correspondent .
"We have taken on an excessive number of social obligations, social payments, which cannot always be supported by financial resources. And this imbalance entails a huge number of judgments that cannot be fulfilled in terms of the economy's ability to cover such expenses," Zholnovych says.
According to her, the social budget of Ukraine is in second place after the defense budget.
This is a huge amount of money that needs to be optimized as part of the growth of people on the verge of poverty and other vulnerable groups. We cannot increase this resource for social spending, we must optimize it and make it as targeted as possible. We are working to revise the philosophy of social payments. We want each payment to have a clear goal - to help a person get out of a difficult life situation and to be linked to a service that will help them become economically independent
According to her, they have already prepared a draft law on basic social assistance that will unify the number of differentiated payments.
