Chip manufacturing facilities are often prohibitively expensive, as machines that use advanced technology to engrave chip architecture onto silicon, cost tens of millions of dollars apiece.
Fedorov acknowledged that there is very little state money for such ambitious projects, so the ministry will first offer in-kind support for such projects and look for investors.
