The European Union has stated that Russia must not win the war against Ukraine. This wording first appeared in the conclusions of the European Council following the summit, which was held with the participation of President Volodymyr Zelenskyy and then without him, as required by the EU protocol.

This text was agreed upon by all 27 member states of the Union, including Hungarian Prime Minister Viktor Orban. According to a source of DW, the inclusion of this phrase was preceded by lengthy discussions.
For all EU countries, this means the same thing as “Ukraine must win.” However, it was important to clearly point to Russia, and this signal is primarily addressed to our allies in the United States. This is probably a more specific wording for the new administration
The statement also reflects a new level of self-criticism by the EU. The document says that the European Council has reviewed military support measures for Ukraine and called for their “immediate strengthening.” This urgency, which Kyiv has emphasized since the beginning of the war, was reflected in EU directives almost three years later.

The new attitude was confirmed by the head of the European Council, Antonio Costa. According to him, there was a “strong determination” in the meeting room.
He managed to complete the summit, which normally lasts two days, in one, focusing on strategy rather than lengthy discussions on wording.
