The Verkhovna Rada has adopted as a basis a draft law that provides for the transformation of the State Enterprise "Eastern Mining and Processing Plant" ("SkhidGZK") into a joint-stock company, which will allow the merger of "SkhidGZK" with NNEGC "Energoatom". This was reported by UNN with reference to a parliamentary session.
Details
The government's draft law No. 15122 "On the Joint-Stock Company 'Eastern Mining and Processing Plant'" was supported as a basis by 246 deputies.
According to the document, it is planned to transform the State Enterprise "Eastern Mining and Processing Plant" into a joint-stock company, 100% of whose shares belong to the state represented by the Ministry of Energy of Ukraine.
The procedure for establishing the company provides for:
- the adoption by the Ministry of Energy of a decision on the transformation of the state enterprise into a joint-stock company and the formation of a commission for transformation, whose powers and procedure are determined by regulations approved by the ministry;
- the development by the transformation commission of a draft transformation plan and its submission for approval to the Ministry of Energy;
- the approval of the transformation plan by the ministry;
- the identification by the Ministry of Energy of state property that is not subject to privatization;
- the adoption by the Ministry of Energy of a decision to conduct a full inventory of the state enterprise's property, the creation of an inventory commission, and the approval of its composition;
- the conduct of an independent property valuation;
- the adoption by the ministry of a decision to approve the property valuation act for the purpose of determining the amount of the authorized capital.
The draft law also provides for establishing that, until the state registration of the joint-stock company, as well as within three years after its formation, bankruptcy proceedings shall not be initiated, and any initiated proceedings shall be terminated.
Furthermore, the document provides for establishing that within four months after the transformation of the "Eastern Mining and Processing Plant" into a joint-stock company, the Cabinet of Ministers must ensure the development and adoption of a plan of measures for its merger with the joint-stock company "National Nuclear Energy Generating Company 'Energoatom'" defining the stages, deadlines, and responsible bodies for implementing such a merger, and ensure the implementation of the relevant measures. It is also worth noting that today the Rada failed to pass a vote on draft law No. 14332, which would have established a moratorium on the collection of tax debts from the "Eastern Mining and Processing Plant", as well as from SE "Dobropillia-vuhillya-vydobutok" and SE "Lvivvuhillya".
For the aforementioned draft law, 215 deputies voted. Furthermore, there were not enough votes to send it for a second first reading (213 votes) or to return it for revision to the subject of the right of legislative initiative (218 votes).

The Eastern Mining and Processing Plant is one of the 28 uranium mining centers in the world, among which it ranks in the top ten, and is also the largest in Europe. It is the only enterprise in Ukraine that ensures the extraction of natural uranium and the production of its oxide concentrate. It is located in the city of Zhovti Vody in the Dnipropetrovsk region.

The Verkhovna Rada adopted in its entirety a draft law that provides for a one-year extension of the moratorium on bankruptcy, as well as a ban on the seizure of property of the state enterprise "Eastern Mining and Processing Plant", located in Zhovti Vody in the Dnipropetrovsk region.
