According to the amendments and the information that the border guards also received from the Motor (Transport) Insurance Bureau of Ukraine, the Green Card insurance certificate will be valid only from the beginning of the day following the day of its issuance.
This means that vehicles will no longer be able to cross the border on the day of the international insurance contract.
The new requirements stipulate that:
- The Green Card insurance agreement shall become effective from 00:00 hours of the day specified in the agreement as the beginning of its validity, but only after a record of this agreement has been made in the MTIBU's Unified Centralized Database.
- The insurance certificate must be issued at least one day before the planned trip.
In the absence of a valid Green Card certificate, a person may be denied entry into the country, as information about the insurance contract must be reflected in the Unified Centralized Database.

All international insurance contracts concluded before January 1, 2025, of the previous form will remain in force until their expiration date.
