The public union "Responsible Gambling Center" (RGC), together with its partners, is resuming work on analyzing foreign approaches to responsible gambling. This direction is part of the systematic activity to create a national program aimed at minimizing the risks associated with gambling. The program provides a comprehensive approach and includes medical, social, educational, digital, and financial tools. Based on European experience, the RGC plans to develop solutions for the Ukrainian regulatory and state system.
The program starts with a delegation visit to Tallinn, scheduled for September 7–8, 2026. Ukrainian specialists will familiarize themselves with Estonian regulatory approaches and methods of preventing gambling addiction. Experts will also speak with representatives of the Ministry of Social Affairs, the Ministry of Finance, and the National Institute for Health and Development of Estonia.
The next item on the RGC international calendar will be the SBC Summit 2026 in Lisbon, which will run from September 29 to October 1. This is one of the largest industry platforms in the world, annually gathering regulators, government officials, operators, mental health professionals, and public organizations around the topic of player protection and responsible gambling.
"For us, it is important not just to study international experience, but to understand how it works in practice and what results it brings to society. That is why we are resuming the program of professional visits and international exchange of experience. Ukraine has the opportunity to use the best European developments in the field of responsible gambling and player protection, adapting them to its own realities. Our task is to form a modern system for preventing risky behavior that combines effective regulation, support for people in need of help, and a responsible approach from all market participants," said Olga Isaeva, director of the Responsible Gambling Center public union.
The Responsible Gambling Center, with the support of partners, conducts systematic research activities. Recently, the RGC published an analytical review of approaches to responsible gambling in the United Kingdom, Norway, and Poland. The work was the result of the second stage of a study of international practices, which has already covered about 30 countries. The full results of the review, with an analysis of the regulatory framework, operator practices, and self-regulation tools in each jurisdiction, are available on the RGC website.
