New rules for psychiatric examinations in Ukraine: what patients will face in 2025

The Ministry of Health will tighten control over psychiatric examinations starting January 1, 2025. The new requirements will apply to medical institutions to avoid abuse and forgery of certificates. This was reported by the press service of the Ministry of Health, UNN reports.

Details

From now on, psychiatric examinations, including those for substance use, will be conducted only:

  • medical institutions that have a license to carry out economic activities in the field of medical practice in the specialty “Psychiatry”;
  • medical institutions that have concluded a contract with the NHSU for the relevant service packages (“Mental health care for adults and children in inpatient settings” and/or “Mental health care for adults and children provided by mobile multidisciplinary teams” and/or “Prevention, diagnosis, monitoring and treatment in outpatient settings”).
  • licensed medical institutions of government agencies, such as the Ministry of Defense, the Ministry of Internal Affairs (in particular, the SES, the State Border Guard Service, the National Guard), the Security Service of Ukraine, the State Intelligence Service, and the State Special Communications Service, which have obtained a license to conduct business activities in the field of medical practice in the specialty of psychiatry, provide medical care and are users of the electronic healthcare system (EHSS).

The amendments stipulate that only a qualified psychiatrist registered with the EHS will conduct the examination.

The Ministry of Health also informs that the rules on how to take materials for examination, how to determine the person undergoing examination, and how to record information in the electronic system will change.

After the examination, the doctor issues a certificate (form No. 100-2/о), which indicates whether there are restrictions on performing certain jobs. This certificate must be shown to the employer when hiring and during subsequent examinations at work. The certificate will be valid for 12 months from the date of the examination, but after the expiration of the period, it is not necessary to conduct a second examination if the person continues to work.

The amendments are aimed at ensuring transparency and avoiding abuse in the process of psychiatric examinations. All costs of these examinations will be borne by the employer. These changes will help make the process more transparent and avoid possible manipulations with fake certificates.

Currently, there are 904 medical facilities in Ukraine that can provide such examinations throughout the country.
