These are the priorities of his team, as voiced by Arsen Zhumadilov, Director General of the State Enterprise "State Logistics Operator", on the air of the national telethon, according to UNN.
First, we build all our procurement strategies in such a way as to enable manufacturers to participate directly in our tenders. That is, we do not work through intermediaries, but with those who directly produce certain products. If these are residents of Ukraine, i.e. our domestic national producers, then we are talking about them. If something is not produced in Ukraine, in principle, or is not produced in sufficient quantities, and we work with foreign producers, we will make efforts to enter into contractual relations with them directly. There are some regulatory peculiarities that will need to be further regulated so that we can directly contract foreign producers. But I think that we will get through this too, we have relevant experience - once in the healthcare sector, changes were initiated and made at the level of laws and regulations so that we could enter into direct contracts with pharmaceutical manufacturers if certain products were not produced in Ukraine

As for competition, he believes that tenders with no restrictions and requirements should be announced in advance to attract more participants. And at the same time, work should be done to gradually remove all kinds of restrictions.
"This issue can be divided into two components. If we are talking purely about procurement, then we must do everything possible to announce tenders in advance without discriminatory requirements for participants. This is to ensure that all those who are capable and honest can participate in the relevant tenders. There is a second component of this issue, namely the requirements that are set at the level of the Ministry of Defense by one of its structural units for goods that can theoretically be supplied for the needs of the Armed Forces of Ukraine. In some cases, there are no problems. In some cases, there are nuances that were once prescribed in such a way that in some markets competition for goods for the needs of the Armed Forces is impossible. We will work with the new team of the Ministry of Defense, and we are already working to remove such requirements so that there is no discrimination against producers," summarized the Director General of the State Operator of the Logistics.
