The IOC says the reforms are designed to protect athletes and competitions from external influence and prevent the Olympic Games from being used for political purposes.

However, critics argue that this proposal could weaken existing barriers to Russia's full return to international sport.

Russian athletes faced sanctions in connection with the state doping scandal related to the 2014 Winter Olympics in Sochi, and in 2022 the IOC recommended banning Russian and Belarusian athletes from competing after the invasion of Ukraine

It is noted that the Russian Olympic Committee was suspended in October 2023 after recognizing regional Olympic councils in the Russian-occupied territories of Ukraine, which, according to the IOC, violated the Olympic Charter and Ukraine's territorial integrity.

Since then, the Olympic organization has been taking gradual steps to ease restrictions. In December, it stated that young Russian and Belarusian athletes should be allowed to return to international competitions without restrictions.

Last month, the IOC lifted all restrictions on Belarusian athletes, paving the way for their return to international competitions, including qualifying tournaments for the 2028 Olympic Games in Los Angeles.

The IOC noted that the lifting of restrictions would not apply to Russian athletes. Speculation has intensified that a similar decision regarding Russia could be made in the coming months.
