At a meeting chaired by the President of Ukraine, representatives of the Government and the Verkhovna Rada discussed the key indicators of the draft State Budget for 2025.
The focus is on supporting the communities most affected by the war. Oleksiy Kuleba noted that funds should be distributed in such a way that these communities remain capable and resilient to the challenges of war.
The key decision was to preserve the reverse subsidy for the frontline territories that are close to the combat zone or are located in the de-occupied areas. The government has budgeted UAH 14.9 billion of reverse subsidies to support these communities. Kuleba emphasized that this is a fair and necessary step for those who continue to ensure their livelihoods in the face of daily risks and difficult war conditions.
In addition, the state is allocating an additional UAH 37.5 billion to restore infrastructure and social support for communities that have been significantly affected by the full-scale aggression of the terrorist state.
Particular attention was paid to the issue of retaining the personal income tax (PIT) in local budgets - 64% of PIT will remain in the local budgets. According to Kuleba, this decision will help communities maintain their economic sustainability and provide vital services to their citizens.
