According to media reports, Sheibani is a graduate of the Faculty of English Language and Literature at the University of Damascus. Since the beginning of the war in the country in 2011, Sheibani has been actively involved in the activities of the Syrian opposition.
During the war, about two-thirds of the country's territory was under the control of government forces, dpa reminds, while northwestern Syria has been under the control of the Islamist group Hayat Tahrir al-Sham (HTS) since 2017. In this "administration", Sheibani served as the head of the political affairs department.
