Ukraine needs a new economic policy that will be based on maximum support for Ukrainian entrepreneurship and honesty between the state and business. This was stated by President Volodymyr Zelenskyy in his speech in the Verkhovna Rada during the presentation of the "Resilience Plan", UNN reports.

"The first is to support Ukrainian entrepreneurship, localization and production in Ukraine as much as possible. We need to expand the access of Ukrainian producers to the public procurement market - everything that can be produced in Ukraine should be produced in Ukraine and purchased from Ukrainian producers. We need effective war risk insurance. We need consistent deregulation and protection of business freedom, which will be reflected in economic growth. We need a gradual reduction in the share of GDP redistribution by the state," Zelensky said.

According to him, the second key point is the security of doing business and reducing the pressure on business from all government institutions that control the activities of others rather than create added value themselves.
"Favorable Ukrainian jurisdiction and investment attraction are inseparable from the security of every 'white' business in Ukraine. The third is honesty in relations between the state and business. We are interested in maximum and legal employment in Ukraine. We are interested in de-shadowing. And we understand that this cannot be achieved by force alone. We need an incentive for de-shadowing, not new pressure. We need trust and high-quality, not excessive state regulation of social relations," Zelensky said.
He noted that such an economic policy can lead Ukraine to sustainable economic growth, sufficient coverage of Ukraine's defense needs, and preservation of human capital.

The President emphasized that the other side of economic strength for Ukraine is the ability of the state to fulfill its obligations, especially social ones, through taxes and fees.
"There are no risks for the Defense and Security Forces of Ukraine due to funding. This year and next year. Regardless of political turbulence anywhere in the world. All salaries and pensions in Ukraine will be paid in accordance with the law," Zelensky said.

He also noted that pensions will be indexed to inflation next March.
"In March 2025, as every year, pensions will be indexed to inflation. Next year, we plan to expand government programs to support businesses and consumers.
"Last year, the 5-7-9 program became virtually the only source of affordable loans for businesses. This year, the government has begun to reorient it for investment purposes," Zelensky said.
