The Verkhovna Rada adopted the draft law as a basis, which, among other things, provides for the registration of women as military conscripts who have expressed a desire to undergo basic military service. "№12076 - on amendments to the law "On military duty and service" regarding medical registration during the preparation of conscripts. As a basis (249)", - Zheleznyak reported.
According to the draft law, which was submitted to the Rada by the Cabinet of Ministers at the end of September, it provides that women who are fit for military service by health and age and who have expressed a desire to undergo basic military service, are taken on the military register of conscripts immediately before being sent to undergo it.
After completing basic military service, women discharged from military service are taken on the military register of military conscripts. The draft law also changes the procedure for registering conscripts on the military register. Currently, the registration of men who have reached the age of 17 is subject to registration on the military register during January - March.
The Cabinet of Ministers proposes to establish a period from January 1 to July 31. Men at the age of 17 can be registered on the military register through the Unified State Register of Conscripts, Military Conscripts and Reservists, or in person at the TsKK and SP. Serious reasons for not passing electronic identification, or not arriving at the TsKK and SP may be:
- illness;
- force majeure;
- residence (stay) during the special period in the temporarily occupied territory of Ukraine by the Russian Federation, where hostilities are taking place.
If men at the age of 17 did not register on the military register, they are taken on it only after personal arrival at the TsKK with simultaneous prosecution in accordance with the law, provided they reach the age of 18.

The law on strengthening mobilization, which entered into force on May 18, provides for the introduction of basic general military training instead of conscription, which will be conducted in higher military educational institutions, military training units of higher education institutions, training units (centers) of the Armed Forces of Ukraine, etc.
"Basic general military training is conducted in order to acquire by the citizens of Ukraine a military-accounting specialty, skills and abilities necessary for the fulfillment of the constitutional duty to protect the Motherland, independence and territorial integrity of Ukraine", - the law states.
According to the law, it should start on September 1, 2025. Basic military training will be taken by men aged 18 to 25 years, and women - voluntarily. Also, after May 18, men aged 25 to 60 years had to update their military registration data.
The law contains a provision according to which women who are fit for military service by health and age and have completed vocational (vocational-technical), professional higher or higher education institutions and have acquired medical or pharmaceutical specialties, are subject to registration on the military register of military conscripts.
They can be called up for military service or involved in performing work to ensure the defense of the state in wartime on a voluntary basis.
Women who have a specialty or profession related to the corresponding military-accounting specialty can be registered on the military register at their own request.
