The "Reserve+" application and any other means of electronic communication with citizens of Ukraine will not be used to serve summonses. I think that we should definitely put an end to this issue, because there are no technical problems with notifying persons liable for military service. However, there is a political will of the President, the Verkhovna Rada, and the executive branch that "Reserve+" and any other means of electronic communication with Ukrainian citizens will not be used to serve calls
He noted that the introduction of the innovation should be decided exclusively at the legislative level.
There are no legislative initiatives on the use of electronic means of information delivery, communication with persons liable for military service and notification of the need to be mobilized, and no such initiatives are currently registered. Therefore, there is definitely no reason to talk about this today

The government has amended the procedure for sending summonses by mail. A summons from the TCC "may be sent by registered mail with a list of enclosures and acknowledgment of receipt".
The Ministry of Defense previously reported that after July 16, after the statutory period of 60 days for clarifying military registration data expires, summonses can be sent by mail .
