President Volodymyr Zelensky put into effect the decision of the national security and Defense Council on additional regulatory regulation of the establishment of a ban on the appointment of persons with medical education to military service positions for the period of martial law, reports UNN.
To put into effect the decision of the National Security and Defense Council of Ukraine of December 5, 2024 "on countering threats to national security of Ukraine in the field of healthcare during a special period
Thus, according to the decision of the national security and Defense Council, the Cabinet of Ministers was instructed to:
- take within one month a decision on an additional regulatory regulation of the establishment for the period of martial law of a ban on the appointment of persons with medical education to military service positions that are not directly related to medical practice (service), except in cases when this appointment occurs at the own request of such a person;
- work out within a month the issue of the expediency of reviewing the conditions and booking mechanism during martial law for military-liable medical workers, rehabilitation specialists and other health care workers who work at the main place of work in health care institutions of state and municipal ownership, which have the status of non-profit and are providers of medical services under the program of state guarantees of medical care for the population, in particular regarding:
- 1. removal of restrictions on the number (as a percentage) of employees of state and municipal health care institutions, public health institutions, institutions engaged in forensic medical and forensic psychiatric examinations, Blood Centers for which work in the relevant institutions is the main place of work, regardless of the military accounting specialty;
- 2. establishing the obligation for regional, Kiev and Sevastopol city state administrations to coordinate with the relevant central executive authorities the criteria by which regional, Kiev and Sevastopol city state administrations in a special period determine enterprises, institutions and organizations that are critical for the functioning of the economy and ensuring the life of the population in a special period, as well as critical for meeting the needs of the Armed Forces of Ukraine, other military formations in a special period;
- take comprehensive measures to register within one month in the Register of business entities in the field of Healthcare of the central database of the electronic health system of all health care institutions of departmental subordination and ensure their work with the Electronic Health System;
- step up the introduction of a medical information system in military medical institutions of military formations and military units;
- ensure mandatory electronic registration of wounded / injured / sick servicemen of the Defense Forces and electronic maintenance of medical documentation in military medical institutions of military formations;
- take measures to introduce electronic referrals of military personnel of the Defense Forces to civilian medical institutions for their medical and/or rehabilitation assistance;
