Ukraine may run up against a 65% ceiling for the localization of armored vehicles

Inguar Defence manufactures 65% of Inguar-2 components in Ukraine. Further localization is constrained by technology, financing, costs, and the threat of attacks.

The Ukrainian company Inguar Defence has localized in Ukraine the production of 65% of the components for the new Inguar-2 armored vehicles; however, further increasing this figure in the coming years may be difficult. The company’s director, Artem Yushchuk, told the publication "Oborona," as reported by Defence Express and written by UNN.

According to Yushchuk, the list of localized components includes, in particular, all elements of the armored vehicle’s suspension. At the same time, engines, transmissions, electronics, and a number of other components will be impossible to manufacture in Ukraine in the coming years, which effectively limits further growth in the level of localization.

The issue of localization is important for Ukraine’s defense-industrial complex, as domestic production of components reduces dependence on foreign supplies. At the same time, following the collapse of the Soviet Union, Ukraine underwent a significant process of deindustrialization, as a result of which some industrial capabilities were lost, while certain types of products had never previously been manufactured in the country at all.

What Is Holding Back Further Growth in Localization

Despite this, Ukraine’s defense industry is gradually restoring its production capabilities and mastering new areas. One example is the serial production of the 2S22 Bohdana self-propelled artillery system, which has been successfully deployed on a significant scale. Currently, one of the key constraints on further expanding such production remains financing.

Inguar Defence has also managed to master the manufacture of a number of components for armored vehicles, including suspension elements. However, establishing some modern production facilities requires considerable time and resources. The threat of Russian missile and drone strikes remains an additional factor, as a result of which defense enterprises may come under attack.

Another limitation is the cost of Ukrainian products. At a certain stage of production, a domestic component or finished product may be more expensive than a mass-produced imported equivalent. In the context of a full-scale war and limited funding, this creates an additional dilemma, since the Defense Forces need to receive the required quantity of equipment as quickly as possible.

Thus, fully localizing armored vehicle production in Ukraine in the near future will be difficult. Against this backdrop, the 65% of components produced in Ukraine for the Inguar-2 represents a significant level of localization, while further increases will depend on the ability to master more complex technologies, as well as on resources and funding.
