In turn, the head of EU diplomacy, Josep Borrell, said at a press conference following the meeting of the EU-Ukraine Association Council that russian dictator vladimir putin has imperial ambitions to move further west.
He (putin - ed.) has imperial ambitions to move further west... So now we have no opportunity to delay the next steps to act to direct the frozen Russian assets to Ukraine.
