In Odesa, human rights violations by representatives of the Territorial Recruitment Centers (TCC) and Social Support Centers (SSC) have been recorded and are currently undergoing legal assessment. Against the backdrop of a growing number of complaints, this incident has become a clear signal of the need for systemic changes in the work of bodies responsible for mobilization. This was reported by the Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, as written by UNN.

What was long tried to be hushed up or ignored is coming to light. SBU officers recorded shameful practices, and there is already a reaction to them. This is an important signal. A signal that human rights violations can no longer remain without consequences
According to his data, from January 1, 2025, to April 20, 2025, the ombudsman's office received 193 reports from the Odesa region regarding possible violations of human rights and freedoms by the TCC and SSC (a total of 642 appeals for the entire year 2025), and in the same period this year – already 264 appeals, which is almost 40% more.
At the same time, similar critical violations occur not only in the Odesa region – in addition to this region, the most tense situation is also observed in the Lviv, Mykolaiv, Zakarpattia, and Cherkasy regions, Lubinets added.
