The U.S. State Department assesses Ukraine's current position in the fight against the Russian Federation as victorious and notes a fundamental change in the dynamics on the battlefield. He emphasized that under favorable weather conditions, Ukrainian forces are now on the offensive, while Russia is waiting for winter for "cowardly attacks" on energy infrastructure.

Levin also reported that U.S. sanctions against Russian oil are back in effect, and the U.S. will continue to work with European partners to strengthen restrictions.
According to him, Washington announced additional energy and humanitarian aid to Ukraine. In total, since last fall, the U.S. has provided about $1.5 billion in non-military, humanitarian, energy, and economic support.
The State Department representative emphasized that Ukraine's future should rely not only on state aid but also on long-term economic development and attracting private capital.
