The electronic census of the population through the NBU and telephone numbers, which could become an important tool for data collection in Ukraine, remains unrealized. This was stated by Deputy Minister of Social Policy Daryna Marchak in a commentary to UNN.

According to her, it is very difficult to conduct such “nationwide surveys”.
The Deputy Minister of Social Policy recalled that last year they had developed a “quasi-statistical observation tool” together with UNICEF.
“Thanks to this tool, the Institute of Demography was able to estimate not only the total number of people living in Ukraine, but also the property status of families on average in Ukraine,” she added.

In 2019, Ukraine took the first step towards using mobile operator data to estimate the population, which was an attempt to introduce an “electronic census”. However, as Ella Libanova, Director of the Institute of Demography and Social Studies, notes in her exclusive commentary to UNN, this methodology is only partial, and combining mobile operator data with bank transaction information could significantly fill in the gaps. However, the National Bank is currently blocking this possibility.
