The Cabinet of Ministers has changed the procedure for confirming losses for destroyed property for enterprises participating in the war risk insurance program and increased the deadline for submitting applications for compensation of insurance premiums. This is reported by UNN with reference to the government resolution No. 887 and the press service of the Ministry of Economy, Environment and Agriculture.

According to the resolution, in case of damage/destruction of production equipment or engineering networks, the following documents are added to the certificate of absence of debt on payments; copies of documents certifying the authority of the signatory of the compensation application; copies of the passport and taxpayer registration card number of the signatory of the compensation application; an extract from the Unified State Register of Legal Entities and Individual Entrepreneurs:
documents confirming ownership of the property;
- documents confirming the occurrence of a war risk, destruction or damage to property (acts of the State Emergency Service or certificates of the National Police or an extract from the Unified Register of Pre-trial Investigations);
- a property appraisal report, a property valuation act, or a forensic expert's opinion, which must contain information on the amount of direct damage.
The amount of compensation for damage/destruction of property is determined based on a property appraisal report or a forensic expert's opinion, taking into account the amount of direct damage. The amount of compensation cannot exceed the amount of probable damage for damage/destruction of the relevant property.
If an enterprise receives compensation from third parties (for example, from an insurance company), the state will reduce the amount of its compensation by the corresponding amount. If the payment from third parties is received after receiving state compensation and in total exceeds the amount of actual damage, the business must return the difference to the state.
The resolution also cancels the requirement to submit a separate application for each damaged or destroyed unit of property.
In addition, the Cabinet of Ministers determined that vehicles, self-propelled machines, and special equipment subject to state or departmental registration (cars, trailers, tractors, etc.) do not belong to the category of "production equipment." Accordingly, the program will not cover losses for them.
According to the document, the government canceled the 60-day deadline from the date of conclusion of the contract. Now a company can submit an application for compensation starting from the 31st day after concluding the insurance contract and within 30 days after its expiration.
Enterprises that concluded insurance contracts after January 1, 2026, but did not immediately submit an application, can contact the insurer regarding participation in the program until August 1, 2026 (previously this deadline expired on May 1).
To receive compensation, an enterprise only needs to own the property. The government removed the requirement that obliged entrepreneurs to use this property in their "main activity."
As noted by the Ministry of Economy, the war risk insurance program for businesses started on January 1, 2026. Currently, under the direction of compensation for damaged or destroyed property, 139 applications have been approved, for UAH 2.67 billion in probable compensation. Under the direction of insurance premium compensation, businesses have submitted 63 applications to participate in the program. The total cost of insurance coverage for them is UAH 7.9 billion, and the potential amount of compensation is UAH 94.22 million.
In May, the first four Ukrainian companies already received partial compensation from the state for insurance premiums under property insurance contracts against war risks totaling UAH 6.8 million.
