The ship itself, as Reuters reported, was identified by a unique Automatic Identification System (AIS) transponder that was briefly turned on, probably for security reasons, while navigating a section of the Korean Strait on its way to China.
The ship is known to have made at least 11 shipments between the North Korean port of Rajin and russian ports since August 2023, delivering thousands of containers that likely contained North Korean munitions
According to RUSI, before the vessel arrived in China on February 9, allegedly for repairs or maintenance, the Angara was docked in North Korean and russian ports in January with its transponder turned off.

The newspaper adds that the Chinese Embassy in Washington said it was unaware of the details related to the Angara, but that China "always opposes unilateral sanctions and long-term jurisdiction that have no basis in international law or the Security Council's mandate.
At the same time, RUSI researcher Joseph Byrne said that the Chinese government should know that the ship, which is under US sanctions, was built at its shipyard.
If it allows the Angara to leave the port without being inspected, it indicates that China is likely to take no action against these russian vessels
