Political scientist: Legislative changes are needed to remove unfair competition from procurement for the Armed Forces

To deprive some companies of the opportunity to use unfair competition in the procurement process of the State Logistics Operator for the Ukrainian army, including food, it may be necessary to introduce certain changes at the legislative level. This opinion was expressed by political scientist Viktor Bobyrenko in an exclusive commentary to UNN.

In particular, this applies to the situation reported by the DOT, when firms that used to supply the Armed Forces with food but refused to participate in tenders are now putting pressure on new suppliers.

It's clear that law enforcement should stop such things, pressure is not normal. It is a procedural way to break any tender. You can simply bring down the price and then not sign the tender agreement, and thus not make purchases for a very long time. I think there may need to be some legislative changes so that abusive firms get a black mark

According to him, unfair competition is manifested by information attacks on DOT, which will likely continue.

As for the start of supplying food to the Armed Forces under the first contracts of the State Defense Forces, Bobyrenko believes that it will be possible to talk about whether there have been changes for the better later.

Experience has shown that decentralization is the right thing to do: not to have the Ministry of Defense do all the procurement. Delegation of powers to the State Department of Defense is normal, it is more efficient spending of money. We will see whether the reform was successful, but only after analyzing prices and quality

Context

Last week , food supplies to the Armed Forces of Ukraine began under the first contracts signed by the State Logistics Operator, with 300 trucks heading to military units across Ukraine.

According to Yakym Kovalenko, Director of Supply Management at the DOT, in an exclusive comment to UNN, they are receiving some information that companies that previously supplied the Armed Forces with food are trying to put pressure on new suppliers.

We receive signals of attempts to put pressure on new suppliers and manufacturers who supply their products as subcontractors. Mostly, it is intimidation that they will be denied the opportunity to supply the Armed Forces when the old companies "resume supplying". Unfortunately, we also receive signals of wishes from the heads of food services regarding an exclusive list of producers from whom goods can be accepted by military units
