The International Criminal Court is expanding its focus to the area of detention facilities, torture of Ukrainians by Russians in detention facilities. To issue warrants, the ICC will focus on the top leadership of the Russian Federation. This was reported to UNN by Yuriy Belousov, Head of the Department for Combating Crimes in the Context of Armed Conflict of the Office of the Prosecutor General of Ukraine.

"They (the International Criminal Court - ed.) are expanding their focus. At the beginning, they had deportation of children, then they took the direction of attacking the energy structure and they continue to move on these two, but they are also expanding (the focus - ed.) on places of detention, torture in places of detention," Belousov said.

When asked who could get an arrest warrant in Russia in this area, Belousov replied: "In any case, they will focus on the top leadership. As a rule, the International Criminal Court does not take individual cases. Why? Because its task is complementary - to help the national system. If the national system can do it, they don't do it.

 Belousov noted that the ICC is interested in those cases that are systemic in nature and are a sign of politics.

"Detention centers and torture of prisoners are definitely politics. The question is at what level. So I think it will definitely be the highest officials," Belousov said.

He also noted that the International Criminal Court is determined not to stop and issue new arrest warrants.

"These six arrest warrants are definitely not the last. For our part, we are doing everything possible, collecting all possible evidence. They rely on our evidence to a large extent so that they have a basis for making such decisions," Belousov said.
