Six to eight million applications for compensation may be submitted to the International Register of Damages. This was reported in the parliament by MP Yevhenia Kravchuk, UNN reports.
Details
On April 2, the first category for submitting applications to the International Register of Damage for Ukraine (RD4U) opens. This category is expected to receive 300 to 600 thousand applications from individuals regarding damaged residential property due to Russian aggression.
"In the first category, applications can be submitted by people whose apartments, houses or cottages have been damaged or destroyed. Documents can even be submitted for shares of property. Everything will be done through Diia. We are talking about damage after February 24, 2022, throughout Ukraine, including the temporarily occupied territories. After that, new categories will be gradually added to the Register. For example, this will apply to people who have lost a loved one, or have been injured, or have been forced to move, i.e. left the occupied territories or have been displaced or deported," the MP explained.
According to her, in the future, both businesses and local governments will be able to submit applications to the Register for damage to infrastructure, as well as the state of Ukraine for damage to critical infrastructure.
According to preliminary estimates, there may be between 6 and 8 million applications in this Register, but this is only the first step, because the Register itself does not disburse money. In the future, a special compensation commission should be established, as well as a fund to which we hope money from confiscated Russian assets will be transferred. Everyone agrees that Russia should pay for the damage caused
She emphasized that the Registry, the Compensation Commission, and the Compensation Fund are international structures whose activities will be based on international agreements. Currently, work is underway to establish all the necessary mechanisms.
"The register was created to receive reparations for damage or losses caused by Russian aggression against Ukraine. This is the first international instrument. This Register has been recognized as an international agreement by 43 countries, primarily the member states of the Council of Europe, as well as the United States, Canada, Japan, i.e. the G7 countries," the politician reminded.
