Under the agreement being developed, vessels would enter the Persian Gulf via a route controlled by Iran and exit via a route controlled by Oman, with fees being charged for ensuring security and preserving the marine environment, two regional officials told the Associated Press.

They said that negotiations are still ongoing and that the final agreement may take a different form. They added that any agreement would be linked to the lifting of the U.S. blockade of Iranian ports.

The officials spoke on condition of anonymity to discuss the sensitive negotiations taking place behind closed doors.
