In Ukraine, the admission campaign to higher education institutions begins - starting July 1, registration of electronic cabinets for most applicants begins. Details were reported by the Ministry of Education and Science, writes UNN.
When the admission campaign starts
- July 1 — start of registration of electronic cabinets;
- until October 15 — the admission campaign will last;
- until November 1 — for foreign applicants.
"Important: the date of registration of the electronic cabinet does not affect the chances of admission, so there is no need to do it in the first hours," the Ministry of Education and Science emphasized.
At the State Enterprise "Inforesurs" they emphasized: "do not rush to create a cabinet on the first day. A large number of simultaneous requests may overload the system."
"You can register a cabinet not only on July 1. This opportunity is open until October 15, 2026, but be guided by the deadlines for accepting applications according to your admission trajectory. For example, for bachelor's applicants, submitting applications will last from July 19 to August 1. Accordingly, the cabinet can be created at any time in that interval, i.e., from July 1 to August 1," explained the State Enterprise.

Admission to the second (master's) level of higher education will take place at the following times:

For applicants planning to obtain a Doctor of Philosophy or Doctor of Arts degree, the following calendar plan has been established:

How admission will take place
For bachelor's degree
The main tool remains the national multi-subject test (NMT), which can be taken both in Ukraine and abroad.
Creative competitions (for certain specialties) and interviews (for privileged categories) are also provided.
This year, creative competitions and interviews are mostly conducted in person. Distance format is possible only for:
- applicants from temporarily occupied territories;
- military personnel;
- Ukrainian athletes abroad.
For master's degree
To enter a master's program, you need to pass the unified entrance exam (UEE) and the unified professional entrance test (UPET) or a professional exam (or the UQET 2026 for those who took it).
For postgraduate studies
- UEE (foreign language + general competencies);
- exam in methodology;
- professional exams at the educational institution.
Threshold requirement: the total score for the UEE must be at least 300 (out of 100–200 for each component).
New opportunities for applicants
In 2026, several important innovations have been introduced: for the first time, applicants can use the results of final exams taken in European countries (except Russia and Belarus) for admission to Ukrainian higher education institutions.
In addition, applicants from temporarily occupied territories receive expanded access opportunities, including simplified admission for those who left not only after January 1, but also after October 1, 2025, as well as the possibility of admission through educational centers and the use of annual grades in Ukrainian language and history.
Special conditions are also provided for military personnel and athletes participating in international competitions, including remote completion of certain exams.
What has changed for bachelor's degree
- the number of applications has been reduced: you can submit up to 10 in total, of which up to 5 for budget places. This is aimed at a more conscious choice by applicants;
According to the USEDO data: priorities from 11 to 15 in 2025 accounted for only 0.18% of recommendations for enrollment, so reducing the number of applications will not affect applicants' opportunities.
- the time to confirm the place of study has been increased — applicants have +2 days;
- the weight of the creative competition has increased — it was 0.6, now it is 0.7;
- the calculation of the competitive score remains unchanged in the formula, but there are new bonuses: +15 points are added to graduates of preparatory departments of the zero course ("winter admission") for specialties with state support; 200 points are automatically awarded to prize winners and champions of sports without taking the competition;
- motivational letters have been abolished.
What has changed for master's degree
In 2026, admission to master's programs is planned to be completed by the end of August, in order to start studies already on September 1 and avoid delays in forming groups.
Updates:
- UPET results are now valid for 2 years;
- priority of applications also applies to contract places.
What has changed for postgraduate studies
The key restriction remains: full-time study — only under state order (budget). This decision is aimed at ensuring the integrity of admission.
