According to available information, the National Bank of Belarus is preparing the relevant changes. The official reason is the fight against so-called "drops" – nominal persons through whom financial transactions are carried out.
It is noted that the new rules may provide for the blocking of cards in case of suspicious transactions, including ordinary transfers or payment for services. In such a case, clients will have to confirm the legality of the funds themselves.

The CPD indicates that such approaches effectively change the principle of operation of the financial system, transferring it to a format of enhanced control over citizens' actions.

The new financial measures are considered as part of a broader policy of restrictions, which also includes changes in the field of digital infrastructure. In particular, it was previously reported about reducing internet speed and introducing traffic restrictions.
The CPD notes that these steps indicate the alignment of Belarus's internal policy with approaches that are already being applied in Russia.
