The most common complaints concern the exceeding of powers by employees of the Territorial Recruitment Centers (TCC) and Social Support Centers (SP).
These include unjustified detention, beatings, deprivation of legal assistance, formal medical examinations by the Military Medical Commission (VLC), and others.
