The EU will join the agreement on the Special Tribunal for the crime of aggression against Ukraine. This will allow for the Russian leadership to be held accountable.

The European Union has notified the Council of Europe of its intention to join the Enlarged Partial Agreement on the Management Committee of the Special Tribunal for the Crime of Aggression against Ukraine. This was announced by Foreign Minister Andrii Sybiha, reports UNN.

According to the Foreign Minister, this decision is an important step toward the further establishment of a mechanism for international accountability for the Russian Federation's aggression against Ukraine.

I thank the European Union, my colleague Kaja Kallas, and Commissioner McGrath for their principles, strength, and leadership

– Sybiha stated.

The Minister emphasized that the key task remains holding the Russian leadership and all those involved in the crime of aggression accountable.

A critically important task is to hold the leadership of the aggressor state, as well as all responsible persons, fully accountable and to ensure justice

– he noted.

As a reminder

In June 2025, in Strasbourg, President of Ukraine Volodymyr Zelenskyy and Secretary General of the Council of Europe Alain Berset signed the Agreement on the creation of the Special Tribunal for the crime of aggression against Ukraine.

Russians and their accomplices responsible for the crime of aggression against Ukraine will be tried in The Hague – the city of equity and international justice.

The Special Tribunal will also cooperate with the International Criminal Court. Proceedings may be investigated in parallel by both institutions without interfering with each other's work.

Addendum

The Office of the President reported that work is ongoing on an enlarged partial agreement regarding the creation of the Special Tribunal for Russia's crimes of aggression. It could begin its actual operations as early as the end of this year.
