According to the minister of culture Nikolay Tochitsky, the appointment of the acting director of the "Scientific Center for tourism development" was carried out for a technical purpose - to re-register the institution under a new name: "Center for Strategic Communications and information security". The minister also added that acting director Sergey Bykov was dismissed by order of the Ministry of culture and social policy.

In accordance with the order of December 6, the state institution "Scientific Center for tourism development" changed its name to "Center for Strategic Communications and information security". The new head of the center was political strategist Sergey Bykov, who previously supported Medvedchuk's "peace plan".
