The Russians have turned the Zaporizhzhia Nuclear Power Plant (ZNPP) – the largest plant in Europe – into a facility for their war and are conducting shelling from there against Ukrainian cities and villages. President Volodymyr Zelenskyy stated this during a speech on the occasion of the 40th anniversary of the Chernobyl disaster, UNN reports.

He noted that the occupiers are storing weapons, shells, and military equipment at the ZNPP, have mined the perimeter of the plant, and are holding the city of Enerhodar "effectively hostage"; the ZNPP has already undergone a complete blackout 14 times.
"When the world deals with Russia, everyone must realize that they are dealing with an absolutely irresponsible and, in many ways, simply foolish force that must be realistically constrained for the safety of us all. That is why the world's sanctions must be strong, the opposition to evil must be strong, and the support for those who protect life must also be strong enough,"
According to him, the fact that the Russians "managed to strike even the confinement structure covering the remains of the fourth power unit with a drone proves that Russia cannot be a participant in civilized international relations."

The President of Ukraine and the President of the EBRD discussed the restoration of the confinement at the Chernobyl NPP. The facility was damaged by a Russian drone in February 2025.
