The State Customs Service explainedunder what conditions goods in postal and express shipments are exempt from taxation, UNN reports.

On July 27, 2024, Laws of Ukraine No. 3853-IX and No. 3854-IX dated July 16, 2024 came into force, which provide for exemption from import duty and value added tax on importation of certain goods into Ukraine.
According to these laws, customs clearance of goods such as inverters, solar panels, and power generators (gasoline or gas) is exempt from taxation. This also applies to goods transported or sent to the customs territory of Ukraine in international mail and express shipments.
These goods are exempt from taxation only if the postal operator, express carrier or declarant provides all the necessary information about the goods: name, commercial description, labeling, technical data and the product code according to UKTZED, indicates the exemption code and calculates customs payments using the exemption.
The State Customs Service emphasizes that the postal operator acts as the declarant of international postal items, and the recipient of the item or the express carrier acts as the declarant of international express items.
First, the goods are declared, then the customs receives the declaration with the required set of data and carries out customs clearance. If the declaration does not contain the required set of information or a benefit provided for by Laws No. 3853-IX and No. 3854-IX, the customs will not be able to perform preferential customs clearance and the goods will be cleared with the accrual of customs payments on a general basis.
Declarants, i.e. express carriers or postal operators, can receive all the necessary information from the sender or recipient of goods in Ukraine.
Therefore, if you are expecting such goods and you have received a request from delivery operators (via e-mail, messages to the delivery operators' phone number/mobile application, phone calls, etc.), we advise you to promptly provide them with the necessary information for customs clearance of the goods: name, commercial description, labeling and technical data, product code according to UKTZED (if possible), commercial documents confirming the value of the goods, payment documents, etc
