South Korea, which leads this trilateral dialog, has previously tried to hold a summit in 2023.

The last time such a summit was held was in December 2019.

Tensions between Tokyo and Seoul escalated in 2018 after the South Korean Supreme Court ruled on compensation for forced labor during Japan's colonial rule of the Korean Peninsula in 1910-1945.
