It is noted that it is likely that recruits from among the convicts, who make up a significant part of the Storm-Z units , are particularly at risk of poor treatment.
One of the reasons is that prisoners often do not have the documents necessary to access military hospitals.
The intelligence agency notes that the lack of proper medical care will lead to the administrative and medical burden falling back on the shoulders of the military units themselves.
