Modern electronic system to be implemented in Ukraine to ensure transparency of medical cannabis turnover

Ukraine will introduce an electronic information system that will ensure transparent regulation of medical cannabis circulation at each stage of its development. The system is expected to be launched in October 2024. This was reported by UNN with reference to the Ministry of Health.

The government has reportedly adopted the relevant resolution today.

"The document also approves the procedure for the functioning of the electronic system, which stipulates that all transactions with medical cannabis must be recorded and accounted for the next day after they are made. We are talking about more than 30 types of transactions for more than 10 accounting objects. Among other things, the system will record the production of medical cannabis seeds, sowing, cloning, planting plants and planting material, sending samples for laboratory testing, harvesting plants, transportation, purchase, manufacturing of medicines, waste disposal, pharmacy dispensing, etc. Seeds, planting material, plants, intra-pharmacy preparations, medicines, waste, etc. will be subject to accounting," the statement said.

In addition, all activities related to medical cannabis will be licensed.

"Authorizing the use of medical cannabis in Ukraine is a concern for the quality of life of patients and at the same time a great responsibility for the state. That is why we are introducing a modern electronic system that will ensure an unprecedented level of transparency in the circulation of medical cannabis - from seed to waste. Each cannabis plant and each product made from it will have a unique identifier, which will ensure full control over their circulation and allow us to guarantee the quality and safety of medicines, as well as prevent their unauthorized circulation," said Health Minister Viktor Liashko.

He noted that, if necessary, Ukraine will be able to track the path of the product from the manufacturer to the patient and identify possible violations using electronic tools.

"The State Service of Ukraine on Medicines and Drugs Control will be the owner and administrator of the electronic system. However, data exchange between it and other state systems and registers will be ensured. Registration entities (licensees), authorized persons of the State Service, the Ministry of Health, the National Police and the Security Service of Ukraine will be able to register and use the system. Access to the system will be free of charge, round-the-clock and will be carried out using a qualified electronic signature," the Ministry of Health informs.

It is also reported that the decree on the electronic information system for cannabis accounting comes into force on August 16, 2024. It is expected that the system will be launched in October 2024.

The Ministry of Health emphasized that the use of cannabis for non-medical (recreational) purposes remains prohibited. Patients will be able to receive cannabis-based medicines in accordance with medical indications, exclusively by doctor's prescription and by electronic prescription.
