Prosecutor General Ruslan Kravchenko reported the exposure of an organized group that embezzled UAH 47 million on the procurement of shelters. The total amount of damages across several regions reaches UAH 81 million.

In Ukraine, the embezzlement of 81 million hryvnias for shelters for children and the military was exposed, the Prosecutor General Ruslan Kravchenko reported on social media on Thursday, writes UNN.

"During the war, shelters should save lives. Instead, some officials and entrepreneurs turned them into a way of illegal enrichment at the expense of budget funds," Kravchenko wrote.

According to the Prosecutor General, "in just one criminal proceeding, an organized group was exposed that embezzled 47 million hryvnias during the procurement of shelters for educational institutions and military facilities in Dnipropetrovsk and Chernihiv regions."

"The mechanism was simple: tenders were tailored to controlled companies, structures that did not meet state standards were supplied, forged certificates were used, and mandatory control procedures were bypassed," he reported.

The scheme, according to him, was uncovered during the monitoring of public procurement. "Suspicions have been notified to four members of the organized group and six officials of local self-government bodies, whose negligence allowed the criminal plan to be implemented," Kravchenko indicated.

But, according to him, this is not an isolated case.

"Similar facts of embezzlement of budget funds during the construction and procurement of shelters for educational institutions have also been uncovered in Chernivtsi and Poltava regions. The losses to the state in these two regions amount to another 34 million hryvnias," he noted.

Thus, based on recently uncovered facts alone, the total amount of losses reaches 81 million hryvnias. These are funds that were supposed to ensure safety but were spent on structures that did not meet established requirements and had no practical significance

And he emphasized: "My position is clear: stealing from people's safety during war is one of the most cynical crimes. All those who organized these schemes, approved documentation, signed acts, or deliberately turned a blind eye to violations will be held responsible."

"The investigation is ongoing. We are establishing all the circumstances of the crimes and the full circle of involved persons. We continue to work," the Prosecutor General noted.
