According to the project, on the morning of July 18, eyewitnesses published footage of the fire and explosions. After geolocating the video, OSINT analysis by Astra established that it is the "Noginsk" oil depot in the city of Noginsk that is burning.
As Astra notes, the oil depot operates as an independent fuel market operator and is used for storage, transshipment, filling, and dispatch of light petroleum products, including gasoline, diesel fuel, and kerosene.
The facility has 24 tanks with a total volume of 11,500 cubic meters. The oil depot is also one of the key infrastructure partners for traders and fuel companies in the Moscow region, which use its capacities for storage and logistics of petroleum products.
